Will the Steelers activate Santonio Holmes?

The Steelers were very mum on Santonio Holmes today but speculation is the Steelers will activate Holmes for next weeks game against the Redskins but he won’t start. Mike Tomlin is expected to announce the Steelers plans for Holmes Tuesday afternoon at his press conference. The league wants to take the next action and Holmes could be suspended by the league for 1-2 games depending on the verdict of his case.
