The Penguins have made a qualifying offer to Dustin Jeffrey ($550K, 2-way) this week as I just reported a bit ago, but as of 2:00 p.m. this afternoon, the team has yet to make one to Tyler Kennedy, a source confirms to Inside Pittsburgh Sports.
